Context

Violence against girls and women in Cambodia is still widely accepted and tolerated and it is perpetuated by traditional gender norms. School, home and the community are all rich environments for the construction of gender identities and gender relations built on social inequalities. School-related gender-based violence (SRGBV) is a serious obstacle to achieving gender equality.

Education is critical in empowering and transforming the lives of young people, especially girls, yet widespread SRGBV seriously undermines the achievement of quality, inclusive and equitable education for girls and boys. Teachers and school leaders are fundamental in transforming practices, attitudes and values, including instilling in learners the understanding and practice of gender equality and non-violent behaviour. The education system provides opportunities for innovative, effective and sustainable interventions to prevent SRGBV and for changes of attitudes and beliefs towards gender roles.

To achieve this, a multi-tiered capacity development approach is needed - supported by national level advocacy and grassroots level sensitisation. Therefore, as illustrated in the flow diagram below, different levels crucial to influence gender identities and relations will be addressed by the project: initial teacher education at the Teacher Education College (TEC), teacher professional development in primary and lower secondary schools and strengthening of civil society organisations (CSOs) in Battambang Province.

Target

The final beneficiaries of the project are the 9600 girls and boys in 40 primary and lower secondary schools in Battambang province.

The direct target groups of the project are:

  • 30 teaching and management staff of Battambang TEC
  • 480 teachers, school leaders and school support committee members of 40 primary and lower secondary schools in Battambang province
  • 5 third party civil society organisations (CSOs) which are members of the Battambang Education Sector Team (BEST)
  • Schools, parents, communities and stakeholders in Battambang province
  • MoEYS staff

Activities

To ensure that primary and lower secondary school children are protected from school-related gender-based violence, enabling their equitable participation in all spheres of life at school and at home, this project specifically aims to transform the TEC and 40 primary and lower secondary schools in Battambang province into centres of excellence for gender-responsiveness.

To reach this objective, five interconnected outputs have been identified:

  • Output 1: Action Guide developed for creating gender-responsive schools which are safe and learning-friendly environments for all children.
     
  • Output 2: Capacity development trajectory organised for the Teacher Education College (TEC) in Battambang on training gender-responsive teachers who enable safe and learning-friendly environments for all children.
     
  • Output 3: Capacity development trajectory organised for 20 pilot schools on becoming gender-responsive schools which are safe and learning-friendly environments for all children.
     
  • Output 4: Capacity development trajectory organised for 5 third party CSOs on establishing 20 additional gender-responsive schools which are safe and learning-friendly environments for all children.
     
  • Output 5: Outreach, sensitisation and communication campaign organised on the prevention and protection of girls from all forms of violence.
